Add change to server startup command line requiring the full path for the fs.conf file in the next set of release notes

Description

The latest version of the Orange-Branch requires the user to supply the full path to the fs.conf file on the server startup command line. We need to make sure that something gets put into the release notes about this.

This change was required for SIGHUP functionality.

Michael added code to capture the working directory associated with the fs.conf file. So, requiring the full path is no longer needed.
